Position Summary:
Program Manager II supports Corporate Program Management Office (CPMO) team members and leads key aspects of a significant technical and cross-functional program comprising multiple technical projects and sub-projects. Projects of this nature require coordination among several internal and external teams including project teams and vendors.
  • Largely responsible for program planning, scheduling, budgeting, cost analysis, proposal preparation, implementation, performance analysis, internal communications, contract negotiations, and change orders, as well as other aspects of the projects.
  • Typically, will coordinate and contribute to internal customer communications including proposals, regular updates, and changes to program objectives or specifications.
  • Manages necessary project documentation such as project plans, risk analysis, verification and validation, and communication plans.
  • Contributes to the improvement of the project management function (such as through the creation of internal documents, procedures, and processes to enhance the overall effectiveness of the department.
  • Manages and leads department project coordinators and project managers in running their own projects, meeting company objectives, and supporting them in personal and professional development.

Primary Duties:
  • Perform all work in compliance with company quality procedures, standards, and policy.
  • Manage project team members who are responsible for successful completion of project objectives.
  • Coordinate functional teams to organize and prioritize within projects and programs and ensure alignment with company objectives.
  • Coordinate activities between departments (such as facilities, manufacturing, IS, finance and accounting, etc.) within the organization, including with our parent company.
  • Ensure program objectives are clearly established and communicated.
  • Implement and communicate the strategic and technical direction for the project team.
  • Monitor projects throughout development, initiation, planning, execution, control, and closing.
  • Ensure achievement of the cost, quality, and time objectives of the projects.
  • Secure the profitability and value of the project by managing and reporting the financial indicators of projects within a program, where applicable.
  • Ensure consistent practices throughout all phases of the project life cycle and across projects in the program.
  • Ensure compliance with design control and other relevant regulations within guidelines of the organizational quality system.
  • Identify any issues (risks) that may delay product or project completion and recommend appropriate action to be taken. Facilitate resolution.
  • Communicate/report on the program and projects within the program. Project communication is clear, comprehensive, and effective.
  • Contribute to the alignment of CPMO team objectives.
  • Ensure internal/external customer needs are identified and included in project/program specifications.
  • Facilitate and manage team meetings, both internal and external.
  • Draft and maintain program documentation including project proposals, requirements, project plans, schedules, budgets, and financial assessment. Ensure relevant project documentation is approved.
  • Work with department management to develop overall strategic plan of resources and projects for the department including budgeting, resource allocation, and career development.  
  • Manage CPMO team members including PM and PC.
  • Performs other duties as assigned.

  • Average budget of project $5 million or less
  • Timely and effective task completion, project budget and schedule performance, successful completion of yearly objectives (MBOs), management assessment of interpersonal skills

Qualifications:
  • Bachelor’s degree in business, communication, IT, or equivalent technical field required.
  • Relevant technical or advanced degree or MBA a plus.
  • PMP certification from the Project Management Institute desired.
